中國科學院院士、西安交通大學電子與信息學部主任管曉宏長期致力於復雜網路化系統的經濟性與安全性，電力、能源、製造系統優化，賽博空間安全，信息物理融合系統包括其綜合安全等領域的研究。此次論壇上，他作了題為《賽博（網路）空間安全——挑戰與應對》的主題演講。

「賽博空間，指數據、計算、網路構成的數字化虛擬空間，不只是網路空間。」管曉宏說，賽博空間已成為國家繼陸、海、空、天四個疆域之後的第五疆域。與其他疆域一樣，賽博空間也須體現國家主權，保障賽博空間安全就是保障國家主權。
